This is a passive skill that is possessed by a few select spellcaster classes. This ability will increase the effectiveness of cast, utter, and empower based spells occassionally by increasing the effective level. Spells that are not effected by increasing the level of the spell's effect will not benefit from this spell.

This skill not impacted by other abilities.
